Air Traffic and Navigation Services (ATNS) SOC Ltd has announced the appointment of Dr. Jaco van der Westhuizen as its new Chief Aviation Safety and Regulatory Oversight Officer (CASROO), effective 5 October 2025.

Dr. van der Westhuizen brings with him more than two decades of aviation experience, a strong background in air traffic management, and a proven record of leadership in aviation safety and human factors.
From Air Force Foundations to Civil Aviation Leadership
Jaco’s aviation journey began in the South African Air Force (SAAF), where he trained and served as an Aerodrome Air Traffic Controller and Lowveld Flight Information Officer. His exceptional performance saw him rise to the role of Senior Traffic Controller, which included responsibilities as Section Manager and Chief Instructor at the BACS Flight Information Service.
In 2001, he joined ATNS as an Air Traffic Controller at OR Tambo International Airport, one of Africa’s busiest airspaces. His passion for operational safety and human performance led to his appointment in 2006 as Safety Specialist: Human Factors, where he played a key role in developing safety management systems and promoting safety culture within the organisation.
Over the years, Jaco also contributed to learning and development initiatives within ATNS’s Human Capital department. Most recently, he has been acting Head of Aviation Safety since February 2025, providing strategic guidance in ensuring ATNS’s adherence to international safety standards.
An International Voice in Aviation Safety
Beyond his national responsibilities, Dr. van der Westhuizen has been actively involved in international aviation safety bodies. He currently serves on the CANSO Safety Steering Committee and chairs the International Federation of Air Traffic Controllers’ Associations (IFATCA) Mental Wellbeing Task Force, established in 2023 to strengthen global capacity for air traffic controller support and wellbeing.
Academic Excellence and Vision for Safety
Dr. van der Westhuizen holds a PhD in Organisational Behaviour from the University of Pretoria, a Master of Business Leadership from the UNISA Graduate School of Business Leadership, and a Bachelor of Arts in Physical Education from the University of Pretoria.
In his new capacity, he will lead ATNS’s aviation safety strategy and regulatory oversight, ensuring compliance with both national and international standards set by the International Civil Aviation Organization (ICAO) and the South African Civil Aviation Authority (SACAA).
His appointment underscores ATNS’s ongoing commitment to maintaining the highest levels of operational safety, regulatory compliance, and excellence in air navigation services.
